Jefferson Elementary School District Workforce Housing | Daly City, California
Guerdon teamed up the Jefferson Elementary School District in Daly City, California to build 56 affordable housing units. The much-needed housing was erected on the MP Brown Elementary School site, providing affordable housing for the faculty and staff.
Eastmoor Heights is an affordable housing complex designed specifically for teachers and school staff in Daly City, California. The 56-unit development, located on the grounds of Margaret Pauline Brown Elementary School, offers a unique solution to the high cost of housing in San Mateo County, making it difficult for schools to attract and retain educators.
Built using modular construction by Guerdon, LLC, with the modules manufactured in Boise, Idaho, in June of 2022. This approach allowed for less on-site noise and greater quality control during construction. The modular construction minimized the number of trades and trucks needed on-site, leading to less disturbance in the surrounding neighborhood. The project was funded by a $33 million bond measure approved by district voters in response to a 25% employee turnover rate in 2018. The Jefferson Elementary School District is the first K-8 district in San Mateo County, and one of only a few in California, to provide workforce housing for its employees. Eastmoor Heights, which opened with 75% occupancy in August of 2024, is being heralded as a model for similar initiatives across the state, as it addresses the critical need for affordable housing while supporting the retention of experienced educators.
