Fairview Terrace is a four-story affordable senior housing development in Sacramento, California. The project is developed by Mutual Housing California as part of its broader effort to expand high-quality, energy-efficient housing for seniors earning between 30% and 60% of Area Median Income. Designed as an urban infill community, Fairview Terrace will provide 76 studio and one-bedroom apartment homes, including ADA-compliant units, along with cooling centers and on-site resident services to support long-term livability.
The 62,500-square-foot building is fully electric and targeting positive net energy performance, reinforcing Mutual Housing’s commitment to sustainability and reduced operating costs for residents. Fairview Terrace is the first project to advance into construction under a multi-project modular delivery strategy intended to improve efficiency, consistency, and predictability across future developments.
The project is being delivered using volumetric modular construction, with the residential units manufactured off-site in Guerdon’s Boise, Idaho facility. While the building consists of 76 modules, saw-tooth configurations result in a total of 91 crane picks during installation. This approach allows the project team to improve quality control, reduce on-site impacts, and streamline the overall construction schedule compared to traditional building methods.
Production of the modules is scheduled to begin in 2026, with overall project completion targeted for 2027. Fairview Terrace serves as a foundational project in Mutual Housing California’s long-term modular pipeline, establishing standards and lessons that will be carried forward into subsequent affordable housing communities.
